I don't think you're going to find a book that covers both classical E&M and QED in the same book. Funnily enough Griffith has separate books on each, specifically "Introduction to Classical Electrodynamics" and "Introduction to Modern Particle Physics" (he also has one on quantum mechanics (which is different than QED)).
